A quarter of secondary schools in England are "wasting" pupils' talents, the Government admitted.
Some 800 comprehensives are failing to ensure teenagers master basic English and maths, said Lord Adonis, the schools minister.
He claimed that standards in state schools had soared in the past decade but admitted that some secondary school improvements were too slow, as less than a third of pupils reach national standards.
This means up to 800,000 children might be taught in under-performing schools.
Lord Adonis told the Headmasters' and Headmistresses' Conference of leading private schools: "It is still the case that in some 800 secondary schools, fewer than 30 per cent of 16-year-olds achieve five or more good GCSEs including English and maths.
"The waste of talent and potential isn't acceptable. Parents rightly expect better, and so must we as educators and government."
There has been criticism of basic standards in English state schools, with Opposition MPs saying many focused on so-called soft subjects.
